ADVERTISEMENT FOR BIDS FOR CONSTRUCTION WORK
HOUSTON COUNTY AIRPORT

RUNWAY 13/31 AND APRON REHABILITATION
Sealed bids, subject to the conditions contained herein, will be received by Houston County, MN until 1:00 PM on Thursday, July 25, 2013. Proposals shall be submitted to the Office of Charlene Meiners, County Auditor, Houston County Courthouse, 304 South Marshall Street, Caledonia, MN 55921. The Houston County Board will meet Tuesday, July 30, 2013, to consider the bids submitted for the Runway 13/31 and Apron Rehabilitation project.
The Houston County Board will act on the bids on the date above specified for receiving bids or at such later time as may then be fixed. The right is reserved in the interest of Houston County, who may require to reject all bids, to waive irregularities and informalities in bids received and to accept or reject any bid.
Major items on which bids will be received include:
Mn/DOT 2360 Bituminous Pavement 3,725 Ton
Painting, White 10,100 Square Feet
Topsoil Borrow 230 Tons
Mill Bituminous Surface 960 Square Yards
Mn/DOT 2360 Bituminous Pavement 1,000 Ton
Painting, Yellow 410 Square Feet
Aircraft Tie Down, In-Pavement 2 Sets
Aircraft Tie-Down, In-Grass 2 Sets
Each bid proposal shall be submitted in its entirety and must be accompanied in a separate sealed envelope by either certified check drawn on a solvent Minnesota bank, a bid bond executed by a corporation authorized to contract as a surety in the State of Minnesota, or a share draft drawn on a solvent Minnesota credit union, in an amount not less than 5% of the bid amount.
The bid security should be made payable to "Houston County" and must not contain any conditions either in the body or as an endorsement thereon. The bid security shall be forfeited to Houston County as liquidated damages in the event the successful bidder fails or refuses to enter into a contract within ten (10) days after the award of contract and the maintenance of said work, if required, pursuant to the provisions of this notice and other contract documents. Houston County will accept a bid bond approved by the Minnesota Department of Transportation and/or the United States government.
The successful bidder will be required to furnish separate performance and payment bonds in amounts equal to one hundred percent (100%) of the contract price, said bonds to be issued by a responsible surety approved by Houston County.
The work under this contract for this construction shall be started within seven (7) days after the "Construction Notice to Proceed" is issued. Work shall be completed within ten (10) working days for Schedule 1 and additional five (5) working days for Schedule 2.
The following Federal Provisions apply to this bid proposal:
Buy American Preferences for construction contracts (Title 49 US Code, Chapter 501).
The provisions of 49 CFR Part 30 - Denial of Public Works Contracts to Suppliers of Goods and Services of Counties That Deny Procurement Market Access to U.S. Contractors (Foreign Trade Restriction).
Minimum wage rates to be paid laborers and mechanics have been determined by the U.S. Department of Labor (DOL Regulation 29 CFR Part 5) and are listed in the Special Provisions of the project specifications. The Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates.
This contract is subject to the provisions of Executive Order 11246 DOL Regulation 41 CFR Part 60 - Affirmative Action to Insure Equal Employment Opportunity.
The contractor shall comply with the requirements of 49 CFR Part 29, Government Debarment and Suspension and Government Requirements for Drug-Free Workplace.
The specific requirements for the above Federal Provisions are incorporated by reference and are included in the specifications.
The successful bidder will be required to submit a Certification of Nonsegregated Facilities and to notify prospective subcontractors of the requirement for such certification where the subcontract exceeds $10,000.
The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of Secretary of Transportation, to 1.51 % of the total dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals
(Disadvantaged Business Enterprises (DBEs)). The apparent successful bidder will be required to submit information concerning the DBEs that will participate in this contract.
The information shall include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered non-responsive.
Plans and specifications governing the construction of the proposed airport improvements have been prepared by Mead & Hunt, Inc. Minneapolis, Minnesota. Plans and specifications and the proceedings of Houston County referring to and defining said proposed improvements are hereby made a part of the notice by reference, and the proposed contract shall be executed in compliance therewith. Copies of said plans and specifications are on file for inspection with the Houston County Engineer, and at the office of Mead & Hunt, Inc., 7900 West 78th Street, Suite 370, Minneapolis, MN 55439.
