REGULAR SCHOOL BOARD MEETING: JULY 15, 2013

The regular meeting of the Board of Education of Independent School District #297 was called to order at 7:09 p.m. Monday, July 15, 2013, in the Media Center.

Board members present: Aaron Solum, Kristy Folz, Eric Bjerke, Michelle Borreson and Shannon Schuttemeier

Board members absent: Christian Myrah

School employees present: Rachel Udstuen, Nancy Gulbranson and Tanya Elton

Motion by Shannon Schuttemeier, seconded by Michelle Borreson and carried unanimously to approve the minutes of the Regular School Board Meeting held on Monday, June 17, 2013, at 7:00 p.m., the Special School Board Meeting held on Thursday, May 23, 2013, at 6:00 p.m., and the Special School Board Meeting held on Friday, May 31, 2013, at 7:45 a.m. all in the Media Center.

Motion by Eric Bjerke, seconded by Stephanie Jaster and carried unanimously to approve the bills for July as follows:

Motion by Shannon Schuttemeier, seconded by Eric Bjerke and carried unanimously to establish the Clerk/Treasurer's bond at $50,000, the District Accountant's bond at $50,000, and the individual staff bonds at $12,500 for the 2013-2014 school year.

Motion by Stephanie Jaster, seconded by Shannon Schuttemeier and carried unanimously to establish student and adult hot lunch prices as follows for the 2013-2014 school year:

No family with more than one child participating in athletics in this school district shall be required to pay more than $180 in athletic participation fees in any school year.

No family shall be required to pay more than $70 in extra-curricular activities (excluding athletics) in any school year. Fees must be paid before the extra-curricular activity begins.

Travel to be Negotiated

Motion by Shannon Schuttemeier, seconded by Eric Bjerke and carried unanimously maintain board salaries with the board chair salary at $1000/year and school board director salaries at $700/year with an additional $300/negotiating cycle for each negotiator and to provide for $25 up to 4 hours, $50 four to six hours, $100 over 8 hours for out of district meetings, excluding Special School Board Meetings for the 2013-2014 school year.

Motion by Michelle Borreson, seconded by Shannon Schuttemeier and carried unanimously to designate Merchants Bank as the Official Depository for the school district's interest bearing checking account and any savings accounts for the 2013-2014 school year.

Motion by Stephanie Jaster, seconded by Eric Bjerke and carried unanimously to designate Merchants Bank of Spring Grove, Eitzen State Bank of Eitzen, Bank of the West of Mabel, Bank of the West of Caledonia, and New Albin State Bank of New Albin and the MSBA Liquid Asset Fund as Official Depositories for investment purposes for the 2013-2014 school year.

Motion by Stephanie Jaster, seconded by Michelle Borreson and carried unanimously to designate the Spring Grove Herald as the official newspaper of the school district for the 2013-2014 school year.

Motion by Shannon Schuttemeier, seconded by Eric Bjerke and carried unanimously to accept the bid from Bimbo Bakeries, through the Minnesota Service Cooperatives, for bread and bread products for the 2013-2014 school year.

Motion by Michelle Borreson, seconded by Shannon Schuttemeier and carried unanimously to accept the bid from Deans Foods for milk and milk products for the 2013-2014 school year.

PERSONNEL

Motion by Shannon Schuttemeier, seconded by Stephanie Jaster and carried unanimously to approve the resignation of Chris Strinmoen as Junior High Football Coach effective immediately.

Motion by Shannon Schuttemeier, seconded by Eric Bjerke and carried unanimously to approve for hire Jacqueline Parker as full-time Gifted & Talented Teacher for the 2013-2014 school year according to the provisions of the Master Agreement between the Spring Grove School District and the River Valley Education Association, Spring Grove Chapter MEA/NEA, Appendix B.

Motion to approve the following by consent agenda by Eric Bjerke, seconded by Stephanie Jaster:

• Increase the contract of Nolie Kapplinger to 1.0 FTE for the 2013-2014 school year according to the provisions of the Master Agreement between the Spring Grove School District and the River Valley Education Association, Spring Grove Chapter MEA/NEA, Appendix B.

• Increase the contract of Chris Strinmoen to 1.0 FTE for the 2013-2014 school year according to the provisions of the Master Agreement between the Spring Grove School District and the River Valley Education Association, Spring Grove Chapter MEA/NEA, Appendix B.

• Increase the contract of Karen Tisthammer to 1.0 FTE for the 2013-2014 school year according to the provisions of the Master Agreement between the Spring Grove School District and the River Valley Education Association, Spring Grove Chapter MEA/NEA, Appendix B.

• Increase the contract of Lindsay Mackie to .50 FTE for the 2013-2014 school year according to the provisions of the Master Agreement between the Spring Grove School District and the River Valley Education Association, Spring Grove Chapter MEA/NEA, Appendix B.

BUILDING/GROUNDS/EQUIPMENT

Motion by Shannon Schuttemeier, seconded by Stephanie Jaster and carried unanimously to approve the quote from North Central Insulation for insulating the power mechanics building roof.

GENERAL

Motion by Stephanie Jaster, seconded by Shannon Schuttemeier and carried unanimously to approve membership in the following organizations for the 2013-2014 school year: 1) MSBA - Minnesota School Board Association, 2) SSC - Southeast Service Cooperative, 3) HVED - Hiawatha Valley Education District, 4) MREA - Minnesota Rural Education Association, 5) Region V Computer Services Cooperative.

Member Stephanie Jaster introduced the following resolution and moved its adoption:

2013-2014 RESOLUTION FOR MEMBERSHIP IN THE MINNESOTA STATE HIGH SCHOOL LEAGUE.

RESOLVED, that the Governing Board of School District Number 297, County of Houston, State of Minnesota delegates the control, supervision and regulation of interscholastic athletic and fine arts events (referred to in MN Statutes, Section 12BC.01 to the Minnesota Sate High School League, and so hereby certifies to the State Commissioner of Education as provided for by Minnesota Statutes.

FURTHER RESOLVED, that the high school, Spring Grove Secondary, is authorized by this, the Governing Board of said school district or school to

Renew its membership in the Minnesota State high School League; and,

Participate in the approved interschool activities sponsored by said League and its various subdivisions.

FURTHER RESOLVED, that this Governing Board hereby adopts the Constitution, Bylaws, Rules and Regulations of said League and all amendments thereto as the same as are published in the latest edition of the Leagues' Official Handbook, on file at the office of the school district or as appears on the League's website, as the minimum standards governing participation in said League-sponsored activities, and that the administration and responsibility for determining student eligibility and for the supervision of such activities are assigned to the official representative identified by the Governing Board.

The motion for the adoption of the foregoing resolution was duly seconded by Shannon Schuttemeier and upon vote being take thereon the following voted in favor thereof: Schuttemeier, Solum, Borreson, Jaster, and Bjerke; and the following voted against the same: (None); whereupon said resolution, having received the favorable vote of at least two-thirds of the Members of the Board, was declared duly passed and adopted.

Motion by Stephanie Jaster, seconded by Shannon Schuttemeier, and carried unanimously to provide optional Student Accident Insurance through Student Assurance Service for the 2013-2014 school year.

Motion by Eric Bjerke, seconded by Shannon Schuttemeier and carried unanimously to hold a Finance Committee Meeting at 6:00 p.m. on Thursday, July 25, 2013 in the Media Center.
