The City of Spring Valley will accept sealed bids for public opening at the office of the City Clerk, City Hall, 201 South Broadway Avenue, Spring Valley, MN 55975, until 2:00 PM, March 26, 2012.
The City of Spring Valley is bidding this project using the Best Value Procurement method, as defined in Minnesota Statute 16C.02, sub. 4(a). A committee will be evaluating the proposals on four categories; 1) price bid (55 points maximum), 2) contractor's performance on similar projects (15 points maximum), 3) risk assessment (15 points maximum), and 4) interview with committee (15 points maximum). Interviews will be scheduled at the bid opening and will take place on Wednesday, March 28, 2012. The bidder with the highest average overall score will be considered for the project award.
Bids will be for furnishing all labor, materials, and equipment necessary to complete the project in accordance with the plans and specifications. Approximate major quantities are:

Plans, specifications, and proposals may be obtained, at no cost, at the office of Yaggy Colby Associates, Attn: Tina Winter, 717 Third Avenue SE, Rochester, Minnesota 55904.
A certified check or bidders bond made payable to the City of Spring Valley in an amount equal to five percent (5%) of the total bid must accompany each Proposal, such amount to be forfeited to the city in the event the bidder fails to enter into a contract if awarded the bid.
The City of Spring Valley reserves the right to reject any or all bids, to waive informalities, and to accept any bid deemed to be most favorable to the interest of the City.
