2ND (FINAL) FLOODPLAIN/WETLAND NOTICE

Subject: Notice of Proposal to Build in a 100 Year Floodplain, Required by Executive Order 11988, Entitled "Flood Plain Management".

The City of Spring Valley proposes to use federal funds from HUD's Community Development Block Grant (CDBG), Small Cities Development Program (SCDP) to rehab 14 rental mixed-use rehab units and 15 commercial rehab units. The project area/site is the designated Slum and Blight Target Area.

Because a small portion of the targeted area is located in the100 year floodplain in the City of Spring Valley, this notice is required by the above Executive Order(s) and HUD Environmental Regulations at 24 CFR Part 58, for Community Development Block Grant projects and activities.

A Notice of Early Public Review for this project was published in the Spring Valley Tribune on July 17, 2013, and disseminated concurrently to other interested parties and regulatory agencies.

A small portion of the designated Slum and Blight District in the City of Spring Valley is partially located in the regulatory floodplain, specifically in the 100 & 200 block of South Broadway. Floodplain ordinance procedures will be followed on individual buildings, and the footprint of the building will not be increased. Flood insurance up to the required amount will be obtained and maintained on all rehabilitation structures. Alternatives considered were as follows: No project, approval as proposed, approval with modifications. There will be no ground disturbance.

The comment period for this notice is 16 days after the publication date.
